श्रीशुकदेवजी कहते हैं – परीक्षित ! जब यमदूतों ने इस प्रकार कहा, तब भगवान् नारायण के आज्ञाकारी पार्षदों ने हँसकर मेघ के समान गम्भीर वाणी से उनके प्रति यों कहा – ||३७||
भगवान् के पार्षदों ने कहा – यमदूतों ! यदि तुम लोग सचमुच धर्मराज के आज्ञाकारी हो तो हमें धर्म का लक्षण और धर्म का तत्व सुनाओ ||३८|| दण्ड किस प्रकार दिया जाता है ? दण्ड का पात्र कौन है ? मनुष्यों में सभी पापाचारी दण्डनीय है अथवा उनमे से कुछ ही ||३९||
यमदूतों ने कहा – वेदों ने जिन कर्मों का विधान किया है, वे धर्म हैं और जिनका निषेध किया है, वे अधर्म हैं | वेद स्वयं भगवान् के स्वरूप हैं | वे उनके स्वाभाविक श्वास-प्रश्वास एवं स्वयं प्रकाश ज्ञान हैं – ऐसा हमने सुना है ||४०|| जगत के राजोमय, सत्वमय और तमोमय – सभी पदार्थ, सभी प्राणी अपने परम आश्रय भगवान् में ही स्थित रहते हैं | वेद ही उनके गुण, नाम, कर्म और रूप आदि के अनुसार उनका यथोचित विभाजन करते हैं ||४१|| जिव शरीर अथवा मनोवृतियों से जितने कर्म करता है, उसके साक्षी रहते हैं – सूर्य, अग्नि, आकाश, वायु, इन्द्रियाँ, चन्द्रमा, संध्या, रात, दिन, दिशाएँ, जल, पृथ्वी, काल और धर्म ||४२|| इनके द्वारा अधर्म का पता चल जाता है और तब दण्ड के पात्र का निर्णय होता है | पाप कर्म करने वाले सभी मनुष्य अपने-अपने कर्मों के अनुसार दण्डनीय होते हैं ||४३|| निष्पाप पुरुषो ! जो प्राणी कर्म करते हैं, उनका गुणों से सम्बन्ध रहता ही है | इसलिये सभी से कुछ पाप और कुछ पुण्य होते ही हैं और देह्वान होकर कोई भी पुरुष कर्म किये बिना रह ही नहीं सकता ||४४||

When the eunuchs said like this, then the obedient councilors of Lord Narayana laughed and said to him with a serious voice like a cloud – ||37|| God’s councilors said – Yamadoots! If you people are really obedient to Dharmaraja, then tell us the signs of religion and the essence of religion ||38|| How is the punishment given? Who deserves punishment? All the sinners in humans are punishable or only some of them ||39|| The eunuchs said – The deeds prescribed by the Vedas are dharma and those forbidden are adharma. The Vedas are the form of the Lord Himself. They are His natural breathing and His own light knowledge – that’s what we have heard ||40|| The rajomaya, sattmaya and tamoya of the world – all matter, all beings reside in their supreme abode, the Supreme Personality of Godhead. Vedas divide them appropriately according to their qualities, names, deeds and forms etc. ||41|| All the actions that the Jiva performs with the body or the attitudes are the witnesses of it – sun, fire, sky, air, senses, moon, evening, night, day, directions, water, earth, time and religion ||42|| Iniquity is detected by them and then the subject of punishment is decided. All human beings who do sinful deeds are punished according to their respective deeds.||43|| Innocent men! The living beings who do karma, they have a relationship with the gunas.
