जीविकाका दान
चन्द्रनगरके राजा चन्द्रभान रोज सबेरै एक घण्टेक दान देते थे। रोजाना झुण्ड-के-झुण्ड भिखारी आते और दान ले जाते। एक दिन चन्द्रभानको अपने मित्र कान्तिनगरके राजा सूर्यसेनके यहाँ जाना पड़ा। चन्द्रभान कान्तिनगर पहुँचे तो उन्होंने ध्यान दिया कि वहाँ मार्गमें एक भी भिखारी नजर नहीं आया। खैर, वे मित्रके महलमें पहुँचे तो उनका भव्य स्वागत किया गया। दोनों मित्रोंमें इधर-उधरकी बातें हुई। बातों ही बातोंमें चन्द्रभानने पूछा- ‘तुम अपनी प्रजाको कितना धन देते हो ?’ सूर्यसेनने कहा- ‘भला, मैं प्रजाको धन क्यों दूँगा? प्रजा ही मुझे धन देती है लगान और करके रूपमें।’ चन्द्रभानने अचरजभरे स्वरमें कहा – ‘फिर तुम्हारे राज्यमें एक भी भिखारी क्यों नहीं है? मैं तो रोज सुबह एक घण्टेतक रजत मुद्राएँ बाँटता हूँ। कई सालोंसे ऐसा कर रहा हूँ। फिर भी भिखारियों और गरीबोंकी संख्या में कोई कमी नहीं आ रही है।”
सूर्यसेनने कहा- ‘गलती तुम्हारी ही है। तुम्हारा दान देनेका तरीका गलत है। तुमने मुफ्त में धन बाँटकर प्रजाजनोंकी आदत खराब कर दी है। अब उन्हें कमानेकी जरूरत महसूस नहीं होती। वे मुफ्तखोरीकी लतके शिकार हो गये हैं। कल सुबह तुम देखना कि मैं कैसे लोगोंकी मदद करता है, उन्हें सम्पन्न बनाता है।’
दूसरे दिन सबेरे ही राजा चन्द्रभान, सूर्यसेनके कक्षमें जा पहुँचे। बोले, ‘बताओ। तुम कैसे प्रजाको आर्थिक मदद देकर उसे सम्पन्न करते हो ?’ सूर्यसेन उन्हें बाहर ले गये। बाहर दस-बारह गरीब लोग खड़े थे। एक अधिकारी बैठा हुआ था, जो उनके नाम-पते दर्ज कर रहा था। वहीं एक ओर चरखे पड़े थे। सूर्यसेनने एक-एक करके सभीको अपने पास बुलाया। उनसे बातचीत करके किसीको उन्होंने चरखा दे दिया, किसीको तलवारोंपर धार करनेका काम दे दिया, किसीको घास काटनेका हँसुआ दे दिया। एक व्यक्तिको महलके पिछवाड़े उगे झाड़ झंखाड़ साफ करनेका काम सौंप दिया। एक हृष्ट पुष्ट जवान था, उसे सैनिक बना दिया। राजा चन्द्रभान उसी वक्त अपनी गलती समझ गये। उन्होंने सूर्यसेनसे बहुत अच्छी बात सीख ली, मुफ्तमें कुछ मत दो, बल्कि रोजी-रोटीका प्रबन्ध करो, यही राजाका कर्तव्य है। सबसे बड़ा दान भी यही है। अगले ही दिन अपने राज्यमें पहुँचकर राजा चन्द्रभानने अपने दान देनेकी शैली बदल दी। अब वे धनका नहीं, जीविकाका | दान देने लगे। प्रजाजनोंमें भी परिवर्तन आने लगा। राज्यमें भिखारियोंकी संख्या तेजीसे घटने लगी। अब चन्द्रभान भी खुश थे और उनकी प्रजा भी
श्रमका पैसा, दानके पैसेसे ज्यादा प्यारा होता है।

donation of livelihood
King Chandrabhan of Chandranagar used to donate one hour every morning. Everyday beggars used to come in droves and take away the alms. One day Chandrabhan had to go to his friend Suryasen, the king of Kantinagar. When Chandrabhan reached Kanti Nagar, he noticed that there was not a single beggar on the way. Well, when they reached the friend’s palace, they were given a grand welcome. Both the friends talked here and there. In a matter of words, Chandrabhan asked – ‘How much money do you give to your subjects?’ Suryasen said- ‘Well, why would I give money to the subjects? It is the people who give me money in the form of rent and taxes. Chandrabhan said in a surprised voice – ‘Then why is there not a single beggar in your kingdom? I distribute silver coins every morning for one hour. Been doing this for many years. Still there is no reduction in the number of beggars and the poor.
Surya Sen said – ‘It is your fault. Your way of donating is wrong. You have spoiled the habit of the people by distributing money for free. Now they do not feel the need to earn. They have become victims of the addiction of freebies. Tomorrow morning you will see how I help people, make them prosperous.’
King Chandrabhan reached Suryasen’s room early in the morning the next day. Said, ‘Tell me. How do you accomplish this by giving financial help to the people?’ Suryasen took them out. Ten-twelve poor people were standing outside. An officer was sitting, who was recording their names and addresses. There were spinning wheels on one side. Surya Sen called everyone to him one by one. After talking to them, he gave someone a spinning wheel, someone was given the task of sharpening swords, someone was given sickle to cut grass. A person was entrusted with the task of cleaning the undergrowth behind the palace. He was a strong young man, he was made a soldier. King Chandrabhan understood his mistake at the same time. He learned a very good thing from Surya Sen, don’t give anything for free, rather make arrangements for livelihood, this is the duty of the king. This is also the biggest donation. On reaching his kingdom the very next day, King Chandrabhan changed his style of donating. Now he is not of wealth, but of livelihood. Started donating. Changes started coming in the subjects as well. The number of beggars started decreasing rapidly in the state. Now Chandrabhan was also happy and so were his subjects.
The money of labor is dearer than the money of charity.
