पैसा आपका है, लेकिन संसाधन समाजके हैं!
जर्मनी एक उन्नत औद्योगिक देश है। बहुत-से लोग सोचेंगे कि वहाँके लोग बड़े ऐशोआरामकी जिन्दगी जीते होंगे।
जब हम हैम्बर्ग पहुँचे, मेरे साथीगण एक रेस्टोरेंटमें घुस गये, हमने देखा कि बहुत-से टेबल खाली थे। वहाँ एक टेबल था, जहाँ एक यंग कपल खाना खा रहा था। टेबलपर बस दो साधारण डिशेज थीं। मैं सोच रहा था कि क्या ऐसा सिंपल खाना रोमांटिक हो सकता है और क्या वह लड़की इस कंजूस लड़केको छोड़ नहीं देगी।
एक दूसरी टेबलपर कुछ बूढ़ी औरतें भी थीं। जब कोई डिश सर्व की जाती तो वेटर सभी प्लेटमें खाना निकाल देता और वे औरतें प्लेटमें मौजूद खानेको पूरी तरहसे खत्म कर देतीं।
चूँकि हम भूखे थे तो हमारे लोकल कलीगने हमारे लिये काफी कुछ आर्डर कर दिया। जब हमने खाना खत्म किया तो भी लगभग एक तिहाई खाना टेबलपर बचा हुआ था।
जब हम रेस्टोरेंट से निकल रहे थे, तो उन बूढ़ी
औरतोंने हमसे अंग्रेजीमें बात की, हम समझ गये कि वे हमारे इतना अधिक खाना वेस्ट करनेसे नाराज थीं।
‘हमने अपने खानेके पैसे चुका दिये हैं, हम कितना खाना छोड़ते हैं, इससे आपका कोई लेना देना नहीं है।’ मेरा कलीग उन बूढ़ी औरतोंसे बोला । वे औरतें बहुत गुस्सेमें आ गर्यो। उनमेंसे एकने तुरंत अपना फोन निकाला और किसीको कॉल की। कुछ देर बाद सोशल सेक्यूरिटी आर्गनाइजेशनका एक ऑफीसर अपनी यूनिफॉर्ममें पहुँचा। मामला समझने के बाद उसने हमारे ऊपर 50 यूरोका जुर्माना लगा दिया। हम चुप थे।
ऑफीसर हमसे कठोर आवाजमें बोला, ‘उतना ही मँगाया करिये, जितनेका आप उपयोग कर सकें, पैसा आपका है, लेकिन संसाधन समाजके हैं। दुनियामें ऐसे बहुत-से लोग हैं, जो संसाधनोंकी कमीका सामना कर रहे हैं। अतः आपके पास संसाधनोंको बर्बाद करनेका कोई हक नहीं है।’
Money is yours, but the resources belong to the society!
Germany is an advanced industrial country. Many people would think that the people there must be living a life of great luxury.
When we arrived in Hamburg, my companions entered a restaurant, and we saw that many tables were empty. There was a table where a young couple was eating. There were just two simple dishes on the table. I was wondering if such a simple food can be romantic and will the girl not leave this stingy boy.
There were also some old women at another table. When a dish was served, the waiter would remove the food from all the plates and the women would completely finish the food on the plate.
Since we were hungry, our local buddies ordered a lot for us. When we finished eating, about one-third of the food was still left on the table.

The women spoke to us in English, and we understood that they were upset that we were wasting so much food.
‘We have paid for our food, it is none of your business how much food we leave.’ My colleague spoke to those old women. Those women became very angry. One of them immediately took out his phone and called someone. After some time an officer of the Social Security Organization arrived in his uniform. After understanding the matter, he imposed a fine of 50 Euros on us. We were silent.
The officer told us in a harsh voice, ‘Get as much as you can use, money is yours, but the resources belong to the society. There are many people in the world who are facing scarcity of resources. So you have no right to waste resources.
