ईरानके न्यायनिष्ठ बादशाह नौशेरवाँ एक बार कहीं शिकारमें निकले थे। भोजन बनने लगा तो पता लगा कि नमक नहीं है। एक सेवक पासके मकानसे नमक ले आया । बादशाहने इसे देख लिया। सेवकको बुलाकर उन्होंने पूछा- ‘नमकका मूल्य दे आये हो ?’

सेवकने कहा- ‘इतनेसे नमकका मूल्य देनेकी क्या आवश्यकता है।’ बादशाहने उसे झिड़कते हुए कहा-‘ऐसी भूलफिर कभी मत करना । पहिले नमकका मूल्य देकर आओ । बादशाह यदि प्रजाके किसी बागसे बिना मूल्य दिये एक फल ले ले तो उसके कर्मचारी बागको उजाड़ ही कर देंगे। वे शायद बागके पेड़ कटवाकर लकड़ियाँ भी जला डालें।’

सभी समय, सब देशोंके उच्चाधिकारियोंके लिये यह प्रशस्त आदर्श है।

Nausherwan, the just king of Iran, once went hunting somewhere. When the food was being prepared, it was found that there was no salt. A servant brought salt from a nearby house. The king saw it. Calling the servant, he asked – ‘Have you come to pay the price of salt?’
The servant said – ‘What is the need to pay this much price of salt.’ The king reprimanded him and said – ‘ Never make such a mistake again. First come by paying the price of salt. If the king takes a fruit from the garden of the subjects without paying any price, then his servants will destroy the garden. They may cut down the trees in the garden and burn the wood as well.’
This is a great ideal for high officials of all countries, at all times.
