प्रियदर्शी सम्राट् अशोकके जन्म-दिनका महोत्सव था। सभी प्रान्तोंके शासक एकत्र हुए थे। सम्राट्की ओरसे घोषणा हुई—‘सर्वश्रेष्ठ शासक आज पुरस्कृत होगा।’ उत्तरसीमान्तके प्रान्तपतिने बताया- ‘प्रादेशिक शासनकी आय मैं तीनगुनी कर चुका हूँ।’
दक्षिणके शासकने निवेदन किया- ‘राज्यकोषमें प्रति वर्षकी अपेक्षा द्विगुण स्वर्ण मेरे प्रान्तने अर्पित किया है।’ पूर्वीय प्रदेशोंके अधिकारीने सूचना दी – ‘पूर्वी सीमान्तके उपद्रवियोंको मैंने कुचल दिया है। वे राज्यके विरुद्ध सिर उठानेका साहस फिर नहीं करेंगे।’
एक और प्रान्ताधिप उठे – ‘प्रजासे प्राप्त होनेवाली आय बढ़ गयी है, सेवकोंका व्यय घटा दिया है और आयके कुछ दूसरे साधन भी ढूँढ़ लिये गये हैं। कोषाध्यक्ष श्रीमान्को विवरण देंगे।’
अन्तमें उठे मगधके प्रान्तीय शासक। उन्होंने नम्रतापूर्वक कहा—’श्रीमान्! मैं क्या निवेदन करूँ।मेरे प्रान्तने प्रतिवर्षकी अपेक्षा आधेसे भी कम धन राज्यकोषमें दिया है। प्रजाका कर घटाया गया है। राज्यसेवकोंको कुछ अधिक सुविधा दी गयी है। प्रान्तमें सार्वजनिक धर्मशालाएँ तथा मार्गोपर उपयुक्त स्थलोंमें कुएँ बनवाये गये हैं। अनेक स्थानोंपर रोगियोंकी चिकित्साके लिये चिकित्सालय खोले गये हैं और प्रजाके बालकोंको शिक्षित करनेके लिये पर्याप्त पाठशालाएँ खोली गयी हैं।’
सम्राट् सिंहासनसे उठे। उन्होंने घोषणा की-‘ -‘मुझे प्रजाका शोषण करके प्राप्त होनेवाली स्वर्णराशि नहीं चाहिये। प्रजाके शूरोंकी उचित बातें सुने बिना उनका दमन करनेकी मैं निन्दा करता हूँ। प्रजाको सुख – सुविधा दी जाय, यही मेरी इच्छा है। मगधके प्रान्तीय शासक सर्वश्रेष्ठ शासक हैं। इस वर्षका पुरस्कार उनका गौरव बढ़ायेगा। अन्य प्रान्तोंके शासक उनसे प्रेरणा ग्रहण करें।’ -सु0 सं0
Priyadarshi was the birthday festival of Emperor Ashoka. The rulers of all the provinces had gathered. An announcement was made on behalf of the emperor – ‘The best ruler will be rewarded today.’ The Governor of the North Frontier said- ‘I have tripled the income of the provincial government.’
The ruler of the South requested- ‘My province has offered twice as much gold to the state treasury than every year.’ The officer of the eastern states informed – ‘I have crushed the miscreants of the eastern frontier. They will never again dare to raise their heads against the state.’
Another governor arose – ‘The income received from the subjects has increased, the expenses of the servants have been reduced and some other sources of income have also been found. The Treasurer will give details to Mr.
At last the provincial rulers of Magadha rose up. He humbly said – ‘Sir! What should I request? My province has given less than half the money to the state treasury every year. Prajaka tax has been reduced. State servants have been given some more facilities. Public dharamshalas and wells have been built at suitable places on the roads in the province. Hospitals have been opened at many places for the treatment of the sick and sufficient schools have been opened for the education of the children of the subjects.
The emperor got up from the throne. He declared – ‘-‘ I do not want the gold amount obtained by exploiting the people. I condemn the oppressing of the brave people without listening to the right words of the people. Happiness and facilities should be given to the people, this is my wish. The provincial rulers of Magadha are the best rulers. This year’s award will increase his pride. Rulers of other provinces should take inspiration from them. -Su No.
